Impact Evaluation for Malawi Protection of Basic Services (PBS) program

TLT was contracted by the Ministry of Finance to conduct an impact evaluation for PBS program. Malawi Government received a grant from AfDB PBS to help to sustain delivery of basic services in the ministry of education and ministry of health for procuring essential teaching and learning materials including laboratory equipment and supplies for secondary schools, and medical equipment and drugs for all hospitals across the country. Specifically, PBS was designed to contribute to the government objectives of expanding access and improving the quality of basic services by ensuring adequate staffing and operations, increasing availability of learning and teaching materials and drugs, strengthening sectorial accountability and financial management at national and local levels. The program outcomes included: improved education and health; and increased ability to cope with external shocks by the poor. TLT collected data in schools and hospitals and the community to evaluate and audit the delivery approach and its success in 2019.
