Beneficiary Assessment of Education Sector Wide Approach (ESWAP) Projects

Local Development Fund-Technical Support Team through the Ministry of Finance engaged TLT consultants to conduct a final impact evaluation of ESWAP to assess the effectiveness of the program and the SWAP delivery methodology. TLT field team reviewed the delivery and implementation process of the whole program from selection of artisans, trainings, financing, procurement and supply process, workmanship and satisfaction of beneficiaries. The team conducted physical inspection of infrastructure and school teaching and learning materials across the country. TLT produced a final report for the whole assignment that informed LDF for the future methodology of delivering community development projects and supervision in 2014.
